Mike Capuano was appointed to the Somerville Board of Aldermen, representing Ward 5, in 1976, which had previously been held by his father. Prior to his resignation in 1979, to compete for the mayor of Somerville, he had spent one term in office. He competed for mayor in the 1979 election against Eugene Brune, Paul Haley, and the current mayor, Thomas August. He was defeated by Brune, who went on to beat August in the general election. Mike Capuano competed against Brune once more in 1981, finishing second in a three-person runoff election. Mike Capuano talked about how he didn't like the state ballot question Proposition 2 1/2. He also ridiculed Brune for hiring more people for the mayor's office when the city had a limited budget. Brune emphasized on his ability to avert service cutbacks if the proposition succeeded. Despite receiving 40 percent of the vote, Mike Capuano was defeated in the general election.
Mike Capuano functioned as chief legal counsel for the Massachusetts General Court's Joint Committee on Taxation from 1978 until 1984. To work for the Beacon Hill legal firm and lobbying organisation Joyce & Joyce, Capuano resigned from the committee in 1984. As an at-large member he came back in 1985 to the Somerville Board of Aldermen.
From 1999 to 2019, he functioned as a United States Representative for the state of Massachusetts. His district, encompassed the northern three-fourths of Boston, and portions of Cambridge, his birthplace of Somerville, and other regions directly north and south of the city, as a Democrat. He functioned as an Alderman and Mayor of the city of Somerville, before his election to the Congress.
Mike Capuano was first elected to Congress in 1998, after winning a competitive Democratic primary to succeed Joseph Kennedy II. He has been re-elected nine times since that election. Till the district was reconfigured in 2013 and became the 7th district, he served as the state's 8th district representative. As a member of Congress, he was an ardent liberal who belonged to the Congressional Progressive Caucus. However, he was defeated in the primary by Martha Coakley, who was then defeated in the general polls by Republican candidate Scott Brown. In the 2018, House Democratic primary, he was beaten by Ayanna Pressley. Mike Capuano accepted a position as public affairs director at the law firm Foley & Lardner in March 2019. He also became a faculty member at Boston University, where he taught at the university's Initiative on Cities and assisted in the organisation of the programme, in the same month.
